I have received a response from my colleagues in the Malta Unit of DG Enlargement Brussels regarding your recent enquiry.
It would appear that the European Commission cannot intervene in this situation, as it falls within the competence of the British authorities who look after the interests of their citizens anywhere in the world. The European Commission cannot help in problems relating to one individual citizen of a Member State and therefore does not have a mandate to act. Therefore a link to Malta's EU accession would have little chance of success.
I regret that I cannot provide a more positive response and I hope that your future efforts in this matter meet with success.
