Dear FOIA Officer,

I am submitting this request under the Freedom of Information Act (5 U.S.C. § 552) for any records held by the National Transportation Safety Board relating to the disappearance of aircraft Piper Lance, registration 9H‑ABU, which went missing on 3 December 1995 during a flight from Malta to Italy. My brother Desmond Boomer was on this flight and has been missing ever since.

I respectfully request access to any and all documents, including but not limited to:

  • Accident or incident notifications received by the NTSB regarding 9H‑ABU
  • Correspondence between the NTSB and foreign investigative authorities (including Malta, Italy, or ICAO)
  • Any preliminary assessments, investigative notes, or internal memoranda
  • Records of coordination with U.S. agencies, if any, concerning this aircraft or event
  • Any reports, summaries, or data files referencing the aircraft, its operator, or the date of disappearance
  • Any materials archived under international assistance provisions (49 CFR § 831.22)

If any portion of the requested records is exempt from disclosure, I request that all reasonably segregable non‑exempt portions be released.

I am willing to pay reasonable duplication or processing fees. If fees are expected to exceed $50, please notify me in advance.

I request that the records be provided electronically, preferably in PDF format.
