This is a request under the Freedom of Information Act, 5 U.S.C. § 552.
I am seeking any U.S. Coast Guard records relating to the disappearance of the aircraft Piper Lance, registration 9H‑ABU, which vanished on 3 December 1995 while en route from Djerba, Tunisia to Malta. There were six men on board: Carmelo Bartolo, Matthew Aquilina, Philip Farrugia, Desmond Boomer, Michael Williams, and Tadeusz Gorny.
Specifically, I request:
- Any Cospas‑Sarsat satellite alert data or MCC messages on or around 3 December 1995 relating to this aircraft or any unidentified distress signals in the central Mediterranean
- Any records concerning the reported distress signal described at the time as “VHF‑2121‑5 via Toulouse”, reportedly associated with a location east of Tripoli, Libya
- Any USCG SAR mission logs, telexes, case files, or inter‑agency communications (including with NOAA, Toulouse MCC, Malta RCC, Tunisia, or Libya) referencing 9H‑ABU or the above distress signal
- Any historical analyses, summaries, or reports generated by USCG personnel regarding this incident
I am happy to receive all records in digital format.
If any portion of this request is denied, please provide the specific FOIA exemption(s) relied upon and release all reasonably segregable portions.
I am willing to pay reasonable duplication or search fees. Please inform me if costs will exceed $50.
